Operational permits are in effect in Harris County and have been since January 1, 2020. The County adopted fire code, 2018 International Fire Code Section 105.6 which states:
The fire code official is authorized to issue operational permits for the operations set forth in Sections 105.6.1 through 105.6.50. Each operation set forth requires a separate operational permit.
